Westford, MA, Takes Proactive Approach to Managing Stormwater

Over the past decade, we have worked closely with the Town of Westford’s Engineering and Highway Departments to develop and implement their Stormwater Management Master Plan, a comprehensive initiative designed to strengthen infrastructure, protect water quality, and enhance the quality of life for residents. This plan is an example of how community-wide efforts to improve stormwater filtration and drainage can create lasting, positive impacts, both for the natural environment and well-being of its community.

Westford had a clear vision: to create a sustainable program that keeps lakes, streams, and wetlands healthy, while maintaining the infrastructure that supports daily life. We helped the Town turn that vision into a comprehensive, long-term plan by integrating drainage capital improvements, regulatory compliance, and proactive operations and maintenance. Together, we prioritized critical drainage and culvert upgrades, improved asset management and data-driven operations, and laid the groundwork for a dedicated stormwater utility to provide long-term, stable funding.
The Westford community has thoughtfully engaged with the master plan through outreach events, public meetings, and educational programs, helping residents gain a deeper understanding of how individual actions contribute to cleaner waterways and a healthier environment.
Westford’s Town Engineer, Paul Starratt, has been heavily involved in the Stormwater Management Master Plan since its inception. He shares, “It has reduced flooding risks, protected drinking water sources, and enhanced recreational areas. It’s all contributing to a healthier, safer, and more enjoyable environment for our residents. That was the ultimate goal of the Stormwater Management Master Plan, and that’s exactly what we achieved.”
This proactive approach to stormwater management has shown that when communities invest in clean water and smart infrastructure, the benefits extend far beyond the storm drains, strengthening the community for generations to come.
