Francis Hoey, III, P.E., LEED AP

Principal, Business Line Leader – Land Use & Transportation

“In a world of largely undifferentiated and commoditized consulting services, it is critical to consistently demonstrate value to our clients. I listen to our clients’ goals and objectives first, and then utilize technical expertise and innovative thinking to achieve those goals cost effectively.”

Fran Hoey is a principal and the business line leader who oversees our land use and transportation efforts. Committed to the success of his clients, he brings nearly 30 years of experience to our civil engineering group. Fran has specialized expertise in structural and geotechnical engineering, and holds professional registrations in two disciplines, civil and structural. He also is a strong advocate of low impact and sustainable design.

In addition to sitting on Tighe & Bond’s Board of Directors, Fran is also a Vice Chairman of the Executive Committee for the Board of Directors of the Environmental Business Council (EBC) of New England. He has served as Commissioner of Holyoke Gas & Electric for nearly two decades, and is currently Chairman of the Board.

Fran is also a member of an Urban Land Institute regional satellite committee. In addition, he was invited by Secretary Sullivan to serve on the Massachusetts Environmental Policy Act Adaptation Advisory Committee to advise the Executive Office of Energy and Environmental Affairs on how to address the potential impacts of climate change.

Life Outside of Work

An Avid New England Sports fan, Fran is just as committed to strength training and saltwater fishing. He can also be found gardening, brewing, and cooking, but topping the list is spending time and traveling with his three children.
